«Fight against oncological diseases» federal project («FOD» FP) of «Healthcare» national project is aimed at reducing mortality from malignant neoplasms (MNs). Mortality from malignant neoplasms (until 2025) and life expectancy (from 2025) are the target indicators.

OBJECTIVE

To justify the futility of using mortality and life expectancy indicators in assessing the sociomedical effectiveness of the targeted activities of the federal project in the field of oncology.

MATERIALS AND METHODS

Data of the «FOD» FP passport, data of the form of federal statistical monitoring №7, statistical digests of the P. Hertsen Moscow Oncological Research Institute were used. Methods of descriptive statistics and dynamic series analysis were applied.

RESULTS

Between 2018 and 2024 on average in the Russian Federation, there was an increase in the proportion of MNs detected at stage I—II (from 56.4% to 61.4%) and proportion of patients registered for 5 years or more (from 54.4% to 60.1%), a decrease in one-year mortality (from 22.3% to 17.3%) and proportion of premature death cases (for the period from 2018 to 2023) from MNs in men from 64.0 to 58.9%, in women — from 77.6 to 76.1%. Thus, the crude mortality rate for MNs has shown an upward trend in recent years despite advances in cancer diagnosis and treatment.

CONCLUSION

To measure the effectiveness of public programs and projects in the field of oncology, it is advisable to use indicators of access to medical care and healthcare resource provision instead of mortality and life expectancy.
