Abstract:

The regulation on the monitoring and evaluation of the efficiency of implementation of measures aimed at preventing the effects of environmental tobacco smoke and reducing tobacco consumption was approved by Russian Federation Government Resolution No 1214 dated 23 December 2013. The paper proposes a concept for setting up a system for monitoring and evaluation of the implementation of tobacco control policy in Russia. It offers the methodology, design, and logic model to monitor and evaluate the effectiveness of implementation of Federal Law No. 15-FZ «On protection of health of citizens from the effects of environmental tobacco smoke and consequences of tobacco consumption».
