The optimized organizational measures for the early detection of breast cancer include the introduction of mammography screening into primary health care for 35—40-year-old women; annual cancer screening in the exam room for women of all age groups; clinical examination of patients with background and precancerous breast diseases. With a rise in the incidence of breast cancer from 88.6 cases in 2009 to 99.7 cases per 100,000 women in 2013, these measures could aid in reducing from 47.7 to 43.2 cases per 100,000 women.
