The order of the Ministry of Health of Russia dated July 31, 2020 No. 803n on assisted reproductive technologies and update of the clinical guidelines «Female infertility» in 2021 required revision of diagnosis-related groups for payment for in vitro fertilization. The list of medical services at different stages of in vitro fertilization has been updated in cooperation with experts from leading reproductive centers. The researchers used clinical guidelines «Female infertility» for this purpose. The cost of consumables, medicines, salaries of medical workers and overhead costs of medical organizations have been recalculated. The researchers obtained depersonalized information from the registers of invoices for payment for medical care in 2020—2021, state register of maximum selling prices for medicines included in the List of Vital and Essential Medicines, databases of medical organizations and unified information system on procurement. The recalculated weight coefficients of diagnosis-related groups at all levels of basic vitro fertilization program have increased compared to the previous year. The shares of salaries and other expenses of medical organizations are allocated in tariff structure for each diagnosis-related group.
