According to the World Health Organization (WHO), noncommunicable diseases (NCDs) are the most important cause of death worldwide; they account for more deaths than all other diseases in the aggregate. The WHO has urged its Member States to begin to fight the burden of NCDs and worked out a number of policy documents, as well as recommendations aimed at preventing NCDs and their risk factors (RF). According to the fundamentals of the European policy and strategy for XXI Health 2020, one of the priority areas is to invest in health at all human life stages, to empower citizens and to create more favorable conditions for health promotion, and to facilitate a choice in favor of a healthy lifestyle. Many determinants of health and its disparities among the population have social, environmental, and economic backgrounds that go beyond the direct influence of the health sector and health policies. Thus, the effective control of NCDs and the prevention of their risk factors require comprehensive programs with an intersectoral approach and the principles of Health in All Policies. The subjects of the Russian Federation have accumulated considerable experience in developing, organizing, and implementing interventions, including intersectoral ones, which are aimed at preventing NCDs and forming a healthy lifestyle. To disseminate the best practices of the subjects of the RF, it is necessary to develop a methodology for evaluating the effectiveness of prophylactic programs to prevent and control of NCDs, and to form a healthy lifestyle for the Russian Federation’s population, for the subsequent setting-up of a database of best practices, which will allow the subjects of the RF to use the most effective population-based methods for these purposes.
