In 2011-2012, the State Research Center for Preventive Medicine jointly with the Ministry of Health of the Ryazan Region elaborated a long-term goal-oriented program for the prevention of noncommunicable diseases over 2013-2017. This program provides the establishment and implementation of a system for the long-term epidemiological monitoring of major risk factors for noncommunicable diseases, the objective of which is to study the baseline health status of the population and to evaluate the efficiency of preventive measures in this region. Epidemiological screening (the first step of a monitoring study) according to this methodology makes it possible to evaluate health status and to assess risk factors for noncommunicable diseases in a specific region and to formulate recommendations for possible correction of the regional program for the prevention of noncommunicable diseases to achieve its highest efficiency. The very important point of this study is that it is expedient to repeat it at a certain interval. Specifically, after initiating the long-term goal-oriented program campaign for the prevention of noncommunicable diseases in the Ryazan Region for 2013-2017, further stages of epidemiological monitoring at an 3-5-year intervals are scheduled, by examining the same examinees (a cohort study) and using the same procedures and conditions.
