The developed project concept, which foundation was a methodology of project management, optimizes a control system of the remote interaction system of medical workers in the provision of medical care using telemedicine technologies for prototyping in the preparation of a pilot project. As a result of the study, there is a developed variant of integrating project management methods into a healthcare organization to find the best solution at the project planning stage. The proposed concept fits the requirements of project management to initiate a project with the possibility of practical implementation. The study aims to develop a concept of optimizing the remote interaction system of medical workers in the provision of medical care using telemedicine technologies by project management methods to improve the quality of planning and implementation of similar projects in healthcare.

MATERIALS AND METHODS

The study includes an analysis of 47 sources of regulatory legal documentation, 31 works of scientific literature and 617 applications, an application of the empirical method, and traditional and agile methods of project management for achievement to the objectives of the study. The search for primary material includes sources from funds of the State Central Scientific Medical Library, on the Russian information and analytical portal in the field of science, medicine, and education ‘eLIBRARY.RU’, computer databases of legal reference systems ‘Consultant-plus’, ‘Garant’ and ‘Pravo.RU’. The depth of the study was 39 years.

DISCUSSION AND CONCLUSION

In the case of continuing the development of the project concept, it is necessary to establish requirements for the project and their evaluation ways, further organizational and methodological planning, phased implementation and coordination of processes, including project scaling procedures, take into account organizational, technological, ethical and legal aspects. As a result of the study with application of project management methods, there are the developed concept of the project ‘Optimization of the control system of the remote interaction system of medical workers in the organization and provision of medical care using telemedicine technologies’ and the determined conditions, under which the best value properties of this interaction can be achieved. Transparency of the obtained results can help to check the correctness of tactical decisions and prepare for their implementation at the planning stage of an actual pilot project on this topic.
