To form a healthy lifestyle (HLS) depends not only on the work of the health care system, but also on living, social, and economic conditions. To work out and implement programs for HLS, disease preventions, and public health education call for the regulation and implementation of a wide range of multilevel and intersectoral measures, by attracting different departments, structures, and public organizations. The national healthcare development program was elaborated in 2012. Later on regional healthcare development programs including Subprogram 1 “Prevention of Diseases and Formation of a Healthy Lifestyle. Development of Primary Health Care” were worked out and approved in all RF subjects. The experts of the National Research Center for Preventive Medicine, Ministry of Health of Russia, assessed the draft subprograms at the stage of their working out. The format of the national healthcare development program was departmental and allowed for no participation of other structures. A questionnaire was elaborated to monitor and assess the implementation of the measures laid down in Subprogram 1, which was sent to all RF subjects. Response rates were 54%. The findings suggest that it is necessary to have interdevelopmental interaction, to set up interdevelopmental governmental commissions in all RS subjects, and to work out a regional interdepartmental plan of actions in order to prevent chronic noncommunicable diseases and to form HLS, the elaboration of which is still in its infancy in the RF now.
