Over the last decade the world community and international organizations have paid greater attention to the problem of non-communicable diseases (NCDs), their prevention and control. NCDs (mainly cardiovascular diseases and cancer, chronic lung diseases and diabetes) are leading causes of death and disability worldwide. In 2013, the National Research Center for Preventive Medicine began work to create an integrated system to evaluate the implementation of the first main measure under Subprogram 1 «To develop a system for the medical prevention of NCDs and for the formation of healthy lifestyle (HLS), including in children. To prevent dependencies, as well as to reduce tobacco, alcohol, narcotic drugs, and psychoactive substances, including in children». The authors have developed the indicators for assessing a process and ultimate results of implementing the main measure, which were used in 2014 to design a questionnaire tested in the subjects of the Russian Federation. The survey result can be extrapolated to half of the regions (54%) of the country. The findings suggest that there is a need for interdepartmental interaction and establishment of governmental interdepartmental commissions in all the subjects of the Russian Federation, as well as that for the elaboration of regional interdepartmental action plans to prevent NCDs and to form HLS. The data once again confirm the absence of a unified system for the epidemiological monitoring of NCDs and their risk factors, especially at the level of the Federation’s subjects. In this connection, it is impossible to track the significant impact of activities of the regional normative legal basis and ongoing information-communication campaigns.
