The main goal of health care is to improve health of the population, treat people, and provide financial protection from health care costs. This goal is achieved through functioning of relevant medical institutions that provide paid and free services to the population. At present, European countries, which are undisputed leaders on the medical services market, have identified the main trend in health care development — improving the quality standards and, therefore, providing high-quality medical services. The article addresses some aspects of the development of paid and free health care providing high-quality services.
