The staffing of medical organizations in the Russian Federation remains an issue, especially at the PHC level. Staff planning in public healthcare requires reliable data on the current state and industry staffing trends.
OBJECTIVE
To study the feasibility of using the index method to assess the staffing conditions in the PHC system in relation to medical personnel for 2018—2022 in the context of federal districts and constituent entities of the Russian Federation.
MATERIAL AND METHODS
The study utilized statistical and analytical methods. Source of data: the federal statistical observation forms no. 30, “Information about the medical organization” for 2018—2022, information on the population according to the Federal State Statistics Service of Russia. The HR Well-being Index was calculated using the methodology developed by the Federal Research Institute for Health Organization and Informatics of the Ministry of Health of the Russian Federation and modified to assess staffing levels in the PHC system.
RESULTS
The calculation was made, and the HR Well-being Index was analyzed in relation to medical personnel providing primary health care in outpatient settings. The regions were ranked depending on the value of the integral indicator. Trends in changes in the value of the personnel well-being index in 2018—2022 have been identified. Similar analysis made for certain positions of district doctors established significant variations in the value of the HR Well-being Index, especially in relation to general practitioners.
CONCLUSION
Using the index method to assess HR well-being in the PHC system is promising. It provides objective data on the current staffing situation in primary health care to develop further organizational and management solutions to eliminate the shortage of medical personnel providing primary health care.
