Abstract:

The authors consider the concept of value-based procurements, present the advantages of this approach, new opportunities and benefits for all parties interested in medical assistance. Nine stages of value-based procurement process, contract features, selection of criteria for evaluating proposals and the principle of determining winners are considered. The authors report the examples of this approach in procurement of various medical devices. Legislative changes in Europe aimed at practical introducing of value-oriented approaches were analyzed. The authors described the organizations and tools promoting this concept and simplifying the use of value-oriented procurement in medical institutions. The relevance of this report is confirmed by the described imperfection of procurement system in the Russian Federation. Moreover, information provided can serve as educational material in the formation of pilot projects within medical institutions.
