The catastrophic consequences of alcohol abuse both for the health and for the country as a whole make it a national security problem. Legislative measures regulating alcohol consumption have their own national characteristics. At the same time, the lack of broad public support of the population for legislative measures can significantly limit their implementation. The purpose of this review is to highlight the legal aspects and public health strategies for alcohol harm reduction. A number of individual, sociocultural, economic and geographic factors influence alcohol consumption that characterizes them as potential points of intervention. World experience shows that the most effective anti-alcohol policy measure is to limit accessibility. At the same time, women, the elderly and persons who practically do not drink alcohol are actively supporting the policy of controlling alcohol. Thus, before introducing legislative measures aimed at limiting alcohol consumption it is necessary to study public opinion and the readiness of the population to take these measures. Only the consolidation of joint efforts of national state and non-state organizations can resist the depopulation caused by alcohol.
