The purpose of this investigation was to study factors influencing the preventive care rendered by primary health care physicians in the Sverdlovsk Region. An anonymous questionnaire survey was made, which assessed the quality of life in the physicians, their knowledge level regarding medical prevention, done types of preventive work, an attitude towards behavioral counseling, as well as obstacles to and incentives for its performance. Most patients were noted to consult patients about lifestyle issues; however, only a third of them did this regularly. About 40% of the doctors meet with difficulties in behavioral counseling and report inadequate preparation. The lack of time is most frequently mentioned among the factors making counselling hard. The physicians point out ample time, material and information support, and additional training as preventive measures. Pretraining in medical prevention was found to increase the confidence of physicians when making behavioral counselling and to promote the rendering a wider range of prevention services. The inadequate activity and non-confidence of primary health care physicians during preventive counseling were shown to be linked mainly to their poor background and organizational obstacles. The special training and organizational and financial support of physicians should be provided to enhance the efficiency of preventive care.
