«Increase of the proportion of citizens following a healthy lifestyle», which depends on the quantity and quality of corporate health promotion programs (CPs), is one of the objectives of the «Improvement of Public Health» Federal Project (hereinafter referred to as FP) and the performance indicator.
OBJECTIVE
To perform an analysis of the CPs implemented as part of the FP in terms of compliance of their objectives and the used indicators with the FP objectives and indicators and the abilities to assess their effectiveness with regard to the change of risk factors prevalence.
MATERIAL AND METHODS
A survey form, including questions on the objective statement in terms of reducing the risk factors prevalence, on the directions of preventive interventions, on the survey with regard to prevalence of risk factors (arterial hypertension, smoking, overweight and obesity, low physical activity, unhealthy diet, excessive alcohol consumption) has been developed for the analysis of the implemented CPs. The survey form was sent to each constituent entity of the Russian Federation to specialists from public health and medical prevention centers who oversee the implementation of the CPs therein.
RESULTS
The formed database consisted of 4 250 enterprises and organizations of various fields of activity in all constituent entities of the Russian Federation with a total of 2.1 million employees. It has been found that only 16% of the CPs included statements aimed at reducing the prevalence of risk factors in expert assessment of the objectives of all CPs for compliance with the FP objective. In addition to that, all respondents noted that the CPs were focused on decrease of any risk factor and 43% of the CPs — on all 7 above-mentioned risk factors. In addition, the assessment of prevalence of risk factors identified as indicators in the FP prior to the program implementation was performed in only 53% of the CPs.
CONCLUSION
Non-compliance of the objectives given in most corporate health promotion programs with the objective of the «Improvement of Public Health» Federal Project, aimed at reducing the prevalence of risk factors, the lack of baseline data on their values will not allow to assess the effectiveness of almost 50% of the corporate health promotion programs and thus evaluate their contribution to the achievement of the «Public Health Promotion» Federal Project’s objective.
