Objectives are to investigate the factors associated with support of governmental policy for regulating electronic nicotine delivery systems (ENDS) or electronic cigarettes (EC) as any other tobacco products. Methods. Cross-sectional data of adult population representative sample from Russian tobacco control policy evaluation survey EPOCHA-RF are analysed, in 10 Russian Federal subjects in 2017—2018, stratified according smoking status, consisting of 11 625 respondents: 6569 smokers, 2377 former smokers 2679 never smokers. Outcome measures analysed are the various aspects of EC regulations in relation with sociodemographic characteristics, tobacco and EC use status. Multilevel logistic regression models are employed to explore the associations. Presented odds ratios (OR) are adjusted by socio-demographic factors and smoking status. Results. 83% of respondents support a ban on EC use by minors and 67.9% — on selling EC to minors, 76% and 74.6% support a ban on advertisement and promotion of EC, 71.3% — a ban on EC use in public places, 57.3% — support a ban on any aroma flavours in EC; 66.4% — are for regulating nicotine concentrations in EC; 54% — support a complete package of regulations. 74.3% never smokers, 61% former smokers and 47.4% current smokers support complete package of measures for regulating EC (p<0.001). Nevertheless, 80.4% of smokers support a ban on selling EC to minors, 72.7% — a ban on EC advertisement and promotion, 64.4% — ban on EC use in public places, 58.8% — regulating nicotine in EC. 60.8% of EC never users, 39.8% EC former users and 24.9% of EC current users support a complete package of EC regulations (p<0.001). However, even among current EC users 54% support the need for regulating nicotine in EC, 61.4% — a ban on advertisement and promotion of EC, and 73% — ban on selling EC to minors. Chances for supporting the package of measures for regulating EC were higher among never smokers and former smokers compared to current smokers: OR 2.27 and 1.35. Compared to current EC users, never EC users, those who had experimented EC and former EC users were more likely to support regulations of EC: OR 2.73; 2.76; 1.74 respectively. Those who consider EC harmful for health, are more likely to support regulations of EC: OR 2.84, as well as those who feel more or less disturbed by effects of secondhand aerosols of EC: 2.59 and 1.82 respectively. Conclusion. The majority of Russian adult population support the need for lrgal regulation of ENDS. Though regulations of EC are the least supported by current smokers and current EC users, even in these groups the majority supports bans on advertisement and promotion of EC, and on sales of EC to minors. Factors contributing to the support of regulations of EC — awareness of health effects of EC, as well as disturbance by secondhand EC aerosols. Effective communication policies are crucial for raising the awareness about EC.
