To promote citizen’s health, a network of health centers was set up on the basis of existing healthcare facilities in all subjects of the Russian Federation in 2009. To attract working citizens to health centers is considered to be an important tool to promote health and to reduce high mortality rates in this category of population. At the same time, able-bodied citizens are noted to have rare and repeated visits to health centers everywhere. There is no system of attracting the working citizens to undergo comprehensive examination and preventive counseling in health centers, which considerably limits their opportunities to improve the health of an economically active population group. Organizational technologies to make primary and renewable flows of the working population can be used for a greater increase in the number of its visits to the health centers.
