The European Region has implemented many tobacco smoking control projects at municipal level; however, their effectiveness is inadequate in the absence of national anti-tobacco legislation. To execute Russia’s Federal Law No. 15-FZ aimed at completely banning smoking in public places may decrease the prevalence of smoking and prevent more than 1 million deaths. To do this requires a package of measures to execute this law, by building a coalition of executive and legislative authorities with scientific, medical, and pedagogical communities and public organizations of Russia. However, there is a need for measures at municipal level for executing this law, which have been implemented in the framework of the Russian innovation project. The goal of the project. Is to ensure the execution of Federal Law No. 15-FZ to limit smoking in 22 cities and towns of the Association of Healthy Cities, Districts, Settlements, and to elaborate local tobacco control strategies. Methods and results. Provision was made for the interaction between power bodies controlling the structures and population in limiting tobacco smoking and in executing Law 15-FZ and controlling its compliance, on this basis, action plans for lowering the prevalence of tobacco smoking, which had been discussed by the public and approved by the administrations of the cities and towns, were worked out and introduced into practice. Public control was made to observe Federal Law No. 15-FZ in 22 cities and towns participating in the project. Analysis of the results of implementing the project revealed a decline in the number of broken laws in Stavropol and Nevinnomyssk. Conclusion. Thus, the initiatives realized by the local community via intersectoral collaboration with the approval and support of local authorities, with the participation of supervisory bodies, business, and the public may become a success factor in combating the tobacco epidemic.
