Lack of provision of medicines to the population of Russia when receiving outpatient medical care is the main defect of the country's health care system. Despite the awareness of this problem, the government is postponing its resolution for an indefinite period of time. The monograph is devoted to the systematic review of the experience of the leading European countries and all over the world in providing the population with medicines. This experience shows that drug provision is possible even at lower health care costs than in Russia. The authors hope that it will be useful for the formation of the future national program of the Russian Federation. The Society of Evidence-Based Medicine (osdm.org) supported this work.
