RELEVANCE
The long absence of a strategic personnel policy in medical laboratories led to a discrepancy between the dynamic development of analytical laboratory technologies of the XXI century and the archaic staff structure together with system of laboratory personnel training, which remained at the level of the XX century. This, along with the growing role of medical laboratory specialists in the diagnostic process, requires drawing attention to the issues of staffing the laboratory service.
THE PURPOSE OF THE STUDY IS
Development of recommendations for improving the personnel policy of the laboratory service in St. Petersburg.
MATERIALS AND METHODS
The personnel, equipment and activities of the laboratories were studied by the method of continuous observation according to the statistical reports of Form 30 (291 laboratories). The satisfaction of laboratory specialists with training was studied using sample data from sociological observation (questionnaire survey). A total of 302 questionnaires were received, which is 9.8±0.5% of the total number of employees.
RESULTS
An analysis of the laboratory service staffing in St. Petersburg indicates the presence of a powerful resource base: the availability of doctors is higher than the national average, employees are highly qualified, laboratories are equipped with modern high-tech equipment, the population ratio of laboratory examinations tends to grow. However, the staffing level is largely achieved through part-time jobs. Besides, training at the undergraduate and postgraduate levels requires improvement, especially in terms of the formation of practical skills.
CONCLUSION
The results indicate the presence of significant reserves for training specialists in the field of clinical laboratory diagnostics. It should be taken into account when improving the educational process. First of all, it is necessary to ensure the subordination of educational programs to a common goal — the formation of practical skills for assessing the patient’s condition based on the complex of results of clinical laboratory investigations. Recommendations for improving the staffing of the laboratory service in St. Petersburg include: approbation of the network form of advanced training of laboratory service personnel; strengthening the motivation of clinical personnel to master knowledge in the field of laboratory diagnostics, including the introduction of the discipline «Clinical laboratory diagnostics» into the training program for medical doctors, questions from the field of clinical laboratory diagnostics into the programs of certification and accreditation of doctors of clinical specialties.
