The objective of the present study was to compare the stomatologists to population ratio in the city of Moscow, Moscow region, and Central federal okrug. The analysis based on the official accounts of the Russian Ministry of Health and Social Development for the period from 2005 to 2008 (reporting forms N 30 and 47) included the following parameters: the structure of staff stomatologist positions, their occupancy rate, and coefficients of part-time work. It was shown that the difference between these parameters was due in the first place to the shortage of public stomatological facilities especially in regions with the high immigration rate and showed much weaker dependence on the level of economic development in a given region.
