The paper generalizes the experience of the Russian Inspectorate for the Protection of Consumer Rights and Human Welfare and the public medical activity licensing authorities of the subjects of the Russian Federation. Federal Law No. 99-ФЗ on Licensing Some Kinds of Activity dated May 4, 2011, came into effect on November 3, 2011; Federal Law No. 323-ФЗ on The Bases of Citizens' Health Care in the Russian Federation dated November 21, 2011, did on January 1, 2012. Just after writing the article, Resolution No. 291 of the Government of the Russian Federation on Medical Activity Licensing dated April 16, 2012, has been adopted, which has not eliminated all contraindications of the normative legal base for medical activity licensing. Up to now, no subordinate legislation acts that would eliminate the contraindications associated with the procedure for organizing works (services) during medical activity in accordance with the newly adopted laws have been enacted. In this transition period, the licensing authorities have to balance between the current specialized enactments and the requirements stipulated by Federal Laws Nos. 323-ФЗ and 99-ФЗ.
